It administers the city's conflicts of interest law, provides confidential ethics advice, requires annual financial disclosures, and investigates and penalizes violations like moonlighting abuses, gift acceptance, and nepotism. With over 300,000 city employees, there are a lot of opportunities for self-dealing and corruption. COIB is the primary guardrail. When a city official takes a gift they shouldn't, hires a relative, or uses their position for personal gain, COIB is supposed to catch it.
